Dave is a businessman in the English town of Burnley, always willing to lend money to help the townspeople when they are in financial trouble and are rejected by the bank. In order to help more people and local businesses, he decided to open a bank and invest the profits in charity and local development. However, the bankers who control the FRB believe that Dave's bank will break the rules of the game they have formulated, so doing everything possible to obstruct it, even set an impossible task - the bank's capital must reach 12 million pounds!
